In general, the adoption of a deliberate long-term strategic approach to building an efficient and flexible infrastructure and the need to position ourselves for the future. As shown in this slide in recent years, administrative costs have increased at a rate about equal to our rapid revenue growth, which offers many opportunities in achieving a significant return. Administrative savings of enterprises is another important initiative in which positions us favorably for the future in all our businesses.
We expect these expenses to cost us more competitive to go forward and not expect a repeat in material form, in 2010. Instead, the deficit in the fourth quarter was mainly due to [wage] realignment expenses associated with our cost structure to improve our net run rate.
Looking beyond the first $ 100 dollars, which is what this effort is really, we have good visibility on future earnings, we hope to achieve alignment of our cost structure for the future. As you can see the slide of the proportionality of each category of expenditure cuts is more or less as expected. These reductions are fully integrated into our 2010 budget of the Department and, as mentioned in the statement are included in our 2010 results.
When changes in the structure were able to focus on driving our costs by 15% below where Medicare pays for the service program, which creates a real opportunity to reduce our higher premiums and benefits required. One of the things that Michael said in his speech that his most important that some of what youve reference is what they call the 15% solution.
